Description:
The Inspectorate for Transport, Public Works and Water Management inspects the security and sustainability of the use of road, water, air and rail by citizens and entrepreneurs. This is done among others by means of inspections and licence allotment. The inspectorate started an ambitious program to make the inspection completely paper less. This has several benefits:

  • work faster and more efficient;
  • more standardization, for example in the sanction;
  • work more risk minded: results from the past can be used for detecting the greatest risks.


The inspections are based on many laws and regulations, both national and international. The complexity of this is another reason for digitalising: searching in laws and regulations and keeping up to date all knowledge is improved very much in this way.

The Inspectorate has asked vhp to help with the development of the inspection process and translate this to the graphical user interface of the laptop and palmtop with which the inspectors will work. First vhp has surveyed the way of working of the inspectors and the back-office in detail. Next a couple of modules are developed for the graphical user interface with which the different types of users will be supported.

Due to the complexity of the question the decision is made to prototype as quick as possible. Prototypes of the GUI initiate after all a much better discussion with the end users. The test results can be used also by technicians for developing the database model.

The first digital inspections will be launched at the beginning of 2009. The inspectors can’t wait…
